 20TH NATIONAL URBAN PEST CONTROL/
“ZERO WASTE, ZERO PEST” WEEK


The National Committee on Urban Pest Control [NCUPC] spearheads the CARAVAN 2016: JOINT NATIONWIDE DENGUE/ ZIKA AWARENESS CAMPAIGN, pre-arranged Dengue/ Zika IEC and Spraying Activities from Northern Luzon to Southern Luzon to Visayas and to Mindanao to celebrate the 20Th National Urban Pest Control or “Zero Waste, Zero Pest” Week with the theme:  “Sugpuin Ang Dengue/ Zika… Labanan Ang Mga Peste!” on September 26 to October 1, 2016 per Presidential Proclamation 990, 2063 and 760, Republic Act 9003 and DILG Memorandum Circular 2016-07,  and in accordance to Department of Health Circular 155 S-1975, Presidential Decree Nos. 856 [New Sanitation Code], 1096 [New Building Code], and 522 [Sanitation Requirements For Establishments Catering To Traveling Public], Republic Act 9003 [New Solid Waste Management Act], Executive Order 774 and Administrative Order 227, Republic Act 9275 [2004 Clean Water Act] & Republic Act 8749 [1999 Clean Air Act], and Republic Act 7459 [Inventors & Invention Incentive Act], DILG Memorandum Circular No. 2016-07 [Supplemental Guidelines For DILG Memo Circular No. 2003-186 Dated September 3, 2003 Titled, “Environmental Pest Abatement Maintenance Program], & NCUPC Memo Circular No. 2003-01 [Environmental Pest Abatement Maintenance Program].


This annual National Urban Pest Control or “Zero Waste, Zero Pest” Week is also part of the series of activities of the “Clean Up The World Month” being celebrated annually in September of every year by the Department of Environment & Natural Resources [DENR] but under the aegis of the NCUPC.

[FILINFED], Filipino Inventors Society Thru Christian Brotherhood, Inc. [FIS-CB], Franchise Urban Pest Control Operators of the Philippines [FUPCOP], MAPECON Philippines, Inc. & Its 44 Branches Nationwide/ MAPECON MAPECON Green Charcoal Philippines, Inc., Boy Scout of the Philippines [BSP], Girl Scout of the Philippines [GSP], Philippine Association of Sanitary Engineers [PASE], League of Sanitation Inspectors of the Philippines, Inc. Various activities are carried out/ implemented by the NCUPC without financial support from national government for 20 years now except cooperation and endorsements per Presidential Proclamation 990 & 2063, and Presidential Proclamation 760. Please refer separate programs for each activity.


Affirmed by the Court of Appeal and 2007 Supreme Court Rulings, the National Committee on Urban Pest Control [NCUPC] is the only legal urban pest control and fumigation authority that can give permits and licenses, not the Fertilizer & Pesticide Authority [FPA] or the Food & Drug Administration [FDA].

Organized in 1976, the National Committee on Urban Pest Control [NCUPC] is now celebrating our 40th Year in educating the public on the health hazards of urban pests such as mosquitoes, cockroaches, flies, rodents, among others through conferences, symposia, fora and exhibits.


The NCUPC was organized by the Office of the President of the Republic of the Philippines through a Memorandum of Agreement [MOA] signed by various Government Agencies [GA] and Non-Governmental Organizations [NGO] in Manila in 1979 to assist the Department of Health [DOH] and MAPECON Philippines, Inc. implement Department of Health Circular 155 S-1975.


MAPECON Philippines, Inc. is now celebrating its 55th Year in urban pest control product and services using its own locally and internationally award-winning patented pest control products that won for Inventor Gonzalo O. Catan, Jr., the Most Outstanding Inventor Award with Presidential Medallion in 1994, and the Top Filipino [TOFIL] Award in 1995.


Through these pest control technologies, the country would have been self-reliant in terms of quality, proven safe and effective pest control inputs.


We offer to all our Barangays and Subdivisions with 200 residents to be taken from your Barangay IRA Fund for only: PhP 750.00 good for 200 liters or 1 drum of MAPECON Anti-Dengue BIG-R Solution for mosquito and kiti-kiti control in canals and other breeding sources in public areas in barangays/ subdivision per the Department of Health Circular 155 S-1975; and another PhP 750.00 for indoor to be shouldered and divided by 200 residents.
